§ 19.2. Compliance with laws prerequisite to issuance.

No permit to engage in, conduct or carry on any business or activity pursuant to this chapter shall be granted to any person who fails, refuses, or neglects to comply with the laws and ordinances relating to and regulating the business or activity for which such permit is sought.
