§ CH. 2.1. General powers.

  • The City shall have full power and authority to adopt, make, exercise and enforce all legislation, laws, and regulations and to take all actions in respect to municipal affairs, without limitation, which may lawfully be adopted, made, exercised, taken or enforced under the Constitution of the State of California subject only to such limitations as may be provided by this Charter. The City shall also have the power and authority to adopt, make, exercise and enforce all legislation, laws and regulations and to take all actions and to exercise any and all rights, powers and privileges heretofore or hereafter established, granted or prescribed by any law of the State of California, or by this Charter, or by other lawful authority.
    The specification in this Charter of any particular power shall not be held to be exclusive of any other specific power that may be exercised under the general power, or of the general powers, provided for in this section.
