No person owning, managing, or having control or charge or occupancy of any premises within the city, shall permit weeds, rubbish, garbage, or accumulated dirt, of any kind, to remain upon the premises or in the area between the property line and the curbline of any public street or upon any public street abutting such private property.
All weeds, rubbish, garbage and accumulated dirt of any kind on private property or in the area between the property line and the curbline of a public street, or on a public street in the city, shall constitute a public nuisance. (Ord. No. 1085, § 3, Ex. A.)
