It shall be unlawful to abandon, place, scatter, bury, discharge, or improperly dispose of any hazardous material or hazardous material residue in, upon, or below the surface of any premises, highway, public street, public right-of-way, public place, or storm drain system in the City, or on any premises owned by another entity. Lawful disposal may be accomplished at a treatment, storage, or disposal facility permitted by the State of California or other governmental agency. (Ord. No. 1160, Exh. A.)
