In order to carry out the purpose of this article, any duly authorized representative of the local agency has the authority, with respect to any place where underground storage tanks are located, or with respect to real property which is within two thousand feet of any place where the underground storage tanks are located, to inspect, take samples, obtain records, make investigations, take photographs, make studies and tests as provided for in Sections 25185 and 25185.5 of the Health and Safety Code.
